After research I would assume this toy is made of Polyvinyl chloride. The tube form and the slightly elastic touch of the plastic would support that assumption.
The lack of detail, hollow shape, thin wall thickness would support the fact that this product is done by blow moulding. The Scythe consists of two pieces the tube handle and the scythe part.
